Labour passes three waters alone
Three Water Services Bill has passed with the votes of only the Labour Party, after the Green Party withdrew its support over the removal of an entrenchment clause aimed at stopping any future privatisation of water assets.
Local Government Minister Nanaia Manuta says her three waters reform will allow the upgrade of drinking water, wastewater and stormwater services without creating a burden for ratepayers.
She welcomes support from iwi for the Act, which includes co-governance mechanisms.
“Maori are supportive of being able to participate in significant decisions that can improve the health and well being of people and their communities and this is a step forward in the relationship that has already been established locally between councils and iwi,” Ms Mahuta says.
Two bills were introduced following the passing of the Water Services Entities Act;
– the Water Services Economic Efficiency and Consumer Protection Bill, which will allow the Consumer Advocacy Council to advocate on behalf of water services consumers and adds a water services commissioner to the Commerce Commission;
– and the Water Services Legislation Bill, which sets out the detailed functions and powers of the four regional entities created by the act.
