Rangatiratanga vs rules in Ngāpuhi parliament debate


Te Taitokerau MP Kelvin Davis doesn’t believe his fellow Ngāpuhi tribespeople have the discipline needed to maintain their own parliament.
His predecessor Hone Harawira has suggested a Ngāpuhi parliament as way to resolve questions of mandate and get people working together.
But Mr Davis says parliaments work because members accept rigid rules and procedures.
"Up home there we say 'here's the tikanga or here's the way things operate.' When someone doesn't get their way they say 'stuff you, I'm going to do my own thing anyway because tino rangatiratanga, no one speaks for me but myself,' and that's how we have all these factions and fractions there. So whatever the rules, everybody's got to stick to them but sometimes my whanaunga up there, they have trouble following the rules if they don't follow the pathway that we want," he says.
