No space for hapu settlements

Tuhoronuku chair Hone Sadler has warned new Treaty negotiations Minister Andrew Little against creating expectations the Ngapuhi claims can be settled at hapu level.
Mr Little met Tuhoronuku and the hapu alliance Te Kotahitanga o nga hapu, Ngapuhi on Friday before holding an open hui at Waitangi on Saturday.
Tuhoronuku's mandate to negotiate the settlement has been stymied by a Waitangi Tribunal report calling for greater hapu involvement, but there has so far been no agreement as to how that can be done.
Mr Sadler believes Mr Little would prefer Tuhoronuku made the changes rather than create a new organisation, and he will set realistic expectations.
"They had been given the expectation that hapu will prosecute their claims from start to finish, and that has never been the case, and Andrew (Little) gave us an undertaking he will ensure that message is not where they will be going because the settlement we have begun the mandate on is a settlement for Ngapuhi as a whole," he says.
Mr Sadler says a lot of work needs to be done if negotiations are to restart by Waitangi Day.
