System working as parties talk coalition


Winston Peters says he's on track to know by Thursday night which party New Zealand First leader will support in Government.
That's not the deadline for a public announcement – it has to go through the caucus and party board first.
Mr Peters rejects claims he is holding the country to ransom, as the results of the election were only known on Saturday afternoon, when special votes took two seats off National and added them to the totals of Labour and the Greens.
"We believe that the talks will be completed by the end of tomorrow, which is all I ever promised, that we will be in a position to make a decision and start to finalise the matter. That will still put us a very short space after the votes were counter and it is not New Zealand First's fault the September 23 election results were not known until October 7. That's the system's fault," he says.
Mr Peters says media discussion about his intentions or bottom lines has no basis on fact.
