Maori Television is trying to shift staff on to so called performance-based pay.
In an unusual move, chief executive Paora Maxwell released a statement calling on E Tu, the union representing 26 workers seeking a collective agreement, to accept his offer.
Mr Maxwell says the offer of a base pay rise to reflect inflation and a payment based on individual performance was consistent across the organisation.
He says the bargaining process has been prolonged, and he wants it brought to a close.
