BENEFIT PAYMENT BUNGLE: LABOUR DEMANDS ANSWERS FROM UPSTON

Labour is demanding Social Development Minister Louise Upston explain the full scale of benefit payment errors after thousands of New Zealanders had support wrongly suspended under new mandatory checks.

Labour social development spokesperson Willow-Jean Prime says questions remain about how many people have been affected and whether further problems could emerge as the Government expands its welfare reassessment regime.

A Ministry of Social Development review found 16,270 superannuitants and veterans had their Winter Energy Payments affected. It also identified 2,460 people receiving a main benefit whose payments were suspended because of a processing backlog, with average arrears of $390. Another 11,990 clients receiving supplementary assistance were affected, with average arrears of $140.

MSD says the problems resulted from two main failures — a legislative gap affecting Winter Energy Payments and a processing backlog after the Ministry underestimated the workload generated by the new Confirming Your Circumstances checks. Around 330,000 clients are expected to undergo the checks each year.

The Ministry has apologised, restored affected entitlements and paid arrears. Upston has also apologised and described the errors as unacceptable, while saying stronger systems are needed to ensure warning signs are identified earlier.

Labour is now raising concerns about the next stage of welfare reassessments, including requirements affecting jobseekers and sole parents, arguing further pressure on the system could put vulnerable households at risk of interrupted payments.

The Government says mandatory reviews are intended to make sure people continue to receive the correct level of assistance based on their circumstances.

With the cost of living already squeezing many whānau, the political argument is now shifting from whether mistakes occurred to whether enough safeguards are in place to prevent them happening again.
