Rotorua Lakes Council is asking residents to have their say on a series of potential local government merger options as it considers how the district could be represented under the Government’s proposed reforms to local government.

The latest round of consultation follows an earlier phase of community engagement and comes after elected members agreed to continue exploring merger options before making a final decision later this month.

Public feedback opens on Friday, 10 July, and closes at 5pm on Sunday, 19 July, giving the community just over a week to comment on the options being considered and the criteria Council is using to assess them.

The consultation forms part of the Government’s Simplifying Local Government programme, which aims to reduce the number of councils across New Zealand by encouraging the creation of more unitary authorities responsible for delivering both regional and territorial council functions.

A voluntary fast-track process known as Head Start allows councils to submit high-level proposals directly to the Government by 9 August 2026 if they believe structural change would better serve their communities.

Rotorua Mayor Tania Tapsell says any decision to submit a proposal will have long-term implications for the district, making community input an essential part of the process.

Last month, councillors agreed to continue investigating six possible governance options, allowing more detailed analysis before deciding on 29 July whether Rotorua should formally submit a proposal to the Government and, if so, which model should be pursued.

The review comes as local authorities across Aotearoa consider how they can improve efficiency, reduce duplication and strengthen decision-making under the Government’s reform agenda. However, any structural changes are also likely to generate debate around local representation, community identity and the future delivery of public services.

Rotorua residents are now being encouraged to examine the proposed options and provide feedback before councillors make one of the most significant governance decisions facing the district in recent years.

The outcome could influence how local government operates in Rotorua for decades to come and contribute to wider reforms that may reshape council structures across Aotearoa.
