The Government has opened the door for charter school sponsors to operate multiple schools under a single contract, a move it says will accelerate the growth of the charter school sector across Aotearoa.
Associate Education Minister David Seymour announced changes allowing proven charter school sponsors to establish additional schools without having to complete a full new application process for each one. The Government says the new framework will reduce red tape and make it easier for successful sponsors to expand into new communities.
Under the revised arrangements, sponsors that have demonstrated strong performance will be able to hold contracts covering more than one charter school. The policy is designed to support the rapid expansion of education providers the Government believes are delivering strong outcomes for students.
The move forms part of the coalition Government’s wider charter school programme, which was reintroduced following the 2023 election. Charter schools, known as partnership schools in previous iterations, operate outside some state school regulations while remaining publicly funded.
Supporters argue charter schools provide greater flexibility and innovation in teaching, governance and curriculum delivery. Critics, however, have raised concerns about accountability, transparency and the impact on the public education system.
The latest change signals the Government’s intention to build larger charter school networks, enabling successful operators to establish a presence in multiple regions across the country. The policy mirrors overseas models where education trusts and sponsors oversee clusters of schools under a single management structure.
The Government says the focus remains on lifting educational achievement and expanding choice for families, while ensuring sponsors continue to meet performance expectations under their contracts.
