Labour has unveiled a major health policy ahead of the next election, promising free prescriptions for all New Zealanders and funding the initiative through a targeted capital gains tax on investment and commercial property.

The proposal would introduce a new tax on profits made from the sale of residential investment properties and commercial properties, while exempting family homes, farms, KiwiSaver accounts, shares, business assets, inheritances and personal belongings. The tax would apply only to gains made after July 2027.

Labour says the policy is designed to make healthcare more affordable while shifting the tax burden away from working families and onto property speculation. The party argues New Zealand’s current tax settings favour property investment over productive business activity, contributing to inequality and placing pressure on public services.
