Pioneering Māori health leader Dr Colin David Mantell has been appointed an Officer of the New Zealand Order of Merit (ONZM) for services to health education, obstetrics and gynaecology.

Dr Mantell, of Ngāi Tahu descent, has spent more than six decades helping transform medical education and health outcomes in Aotearoa, with a particular focus on increasing Māori and Pacific representation in the health workforce.

An internationally recognised researcher in foetal physiology and neonatal medicine, Dr Mantell has published widely and made significant contributions to obstetrics and gynaecology. His work has helped advance understanding in specialist areas of maternal and infant health, while his broader career has been defined by a commitment to equity, education and culturally grounded healthcare.

From 1977 to 2005, Dr Mantell was instrumental in founding and chairing the Māori and Pacific Admission Scheme at the University of Auckland. The initiative opened pathways for Māori and Pacific students to enter medicine and health sciences, creating opportunities for generations of future doctors and health professionals.

He later helped lead Vision 20:20, an ambitious initiative aimed at ensuring 10 percent of New Zealand’s health professionals were Māori or Pacific by 2020. By 2024, Māori and Pacific health professionals had increased to a combined 13.8 percent, reflecting the long-term impact of the programmes and support systems he helped establish.

As Professor of Māori Health at the University of Auckland, Dr Mantell played a key role in developing Hikitia Te Ora – Certificate in Health Sciences, a foundation year designed to support Māori and Pacific students entering health sciences. He also helped shape curriculum and learning environments where Māori and Pacific students could thrive, embedding cultural safety and Indigenous-led pathways into medical education.

Over 60 years, Dr Mantell has directly contributed to a significant increase in Māori and Pacific doctors and health professionals. His leadership has helped reduce health inequities by strengthening support for students, expanding access to medical education and ensuring the health workforce better reflects the communities it serves.

Since 2000, Dr Mantell has also served as a founding board member of Turuki Health Care, where his leadership has helped shape healthcare delivery grounded in Te Ao Māori and focused on whānau-centred care.

His appointment as an Officer of the New Zealand Order of Merit recognises a lifetime of service to health education, obstetrics, gynaecology and Māori health. Through research, teaching, governance and advocacy, Dr Mantell has helped create lasting change across Aotearoa’s health system.

His legacy is evident in the many Māori and Pacific health professionals whose careers were made possible through the pathways he helped build, and in the more equitable models of care that continue to strengthen whānau and communities today.
