A major step forward in addressing sexual violence in Aotearoa has been marked with the launch of the first-ever kaupapa Māori workforce framework designed to strengthen services and support whānau.

Te Ohaakii a Hine – National Network Ending Sexual Violence Together, alongside Ngā Kaitiaki Mauri, has introduced He Ara Toiora, a new framework aimed at closing critical gaps in the mahi tūkino workforce.

Developed in partnership with the Ministry of Social Development, the framework reflects a collaborative approach that brings together government support and kaupapa Māori expertise. Advocates say this partnership has been essential in ensuring the framework is both resourced and grounded in mātauranga Māori.

He Ara Toiora is designed to address longstanding capability gaps across the sector, particularly in kaupapa Māori services that support prevention, response, and healing. The framework introduces four levels of capability, providing a clear pathway for kaimahi to build skills, grow in their roles, and deliver culturally responsive care.

The goal is to create a more consistent and supported workforce, better equipped to meet the needs of whānau impacted by sexual violence.

Implementation will take place across providers throughout the motu, supported by a rollout that includes wānanga and online resources. These will help organisations embed the framework into their practice while giving kaimahi access to ongoing learning and development opportunities.

Leaders say this approach will ensure the framework is not just a document, but a living tool that strengthens services on the ground.

In the long term, the framework is expected to help transform how support is delivered, ensuring services are grounded in tikanga and mātauranga Māori, and more accessible for those seeking help.

The launch signals a shift toward a more coordinated, culturally aligned response to sexual violence, with a focus on prevention, healing, and strengthening outcomes for whānau.
