#regional: Ngāti Hine Health Trust Leading Community-Driven Housing Solutions in Te Tai Tokerau
A Māori-led approach to housing in Te Tai Tokerau is beginning to deliver real change for whānau, with Ngāti Hine Health Trust expanding its work to address one of the region’s most persistent challenges – the shortage of safe, warm and affordable homes.
Under the leadership of chief executive Tamati Shepherd-Wipiiti, the Trust is developing housing initiatives grounded in tikanga Māori and designed to improve long-term wellbeing for whānau across the rohe.
Te Tai Tokerau has faced significant housing pressure for many years, with overcrowding, ageing homes and limited supply contributing to poor health outcomes and social stress for many families. Ngāti Hine Health Trust has responded by taking a holistic approach that connects housing development with broader kaupapa around health, whānau stability and community resilience.
The Trust’s housing programme focuses on creating homes that are warm, safe and culturally appropriate while ensuring that developments remain connected to the needs of local communities. Rather than simply delivering housing as standalone infrastructure, the kaupapa is built around strengthening whānau and supporting people to live well within their own communities.
For many families who have already moved into new homes or taken part in housing initiatives led by the Trust, the impact is already being felt. Improved living conditions have helped reduce overcrowding, while access to healthy homes is supporting better physical and mental wellbeing for whānau. Stable housing is also helping families focus on employment, education and raising tamariki in environments that support their long-term development.
Despite these gains, the scale of housing need across Te Tai Tokerau remains significant. Delivering enough homes to meet demand continues to be a challenge, with barriers ranging from funding constraints and infrastructure limitations to regulatory processes that can slow development in rural and regional communities.
Ngāti Hine Health Trust is working alongside iwi, government agencies and community partners to navigate these challenges, while continuing to advocate for solutions that recognise the unique realities of Māori communities in the north. Collaboration and locally driven decision-making are seen as critical to ensuring housing developments are both sustainable and aligned with the needs of whānau.
Looking ahead, the Trust sees its housing kaupapa continuing to expand across the region. Plans focus on growing the number of homes available while strengthening wrap-around support for the families who live in them.
