Opposition to hyperscale data centres is spreading across Aotearoa, with a new Taranaki group joining a growing campaign demanding stronger safeguards around the massive electricity, water and land demands of artificial intelligence infrastructure.
Stop Data Centres NZ is mobilising nationally as proposals for large-scale data centre developments emerge in several parts of the country, arguing communities need a much greater say before projects are approved.
The grassroots movement is calling for new hyperscale developments to be stopped or severely restricted until enforceable national safeguards are established.
Campaigners say the debate is not about opposing technology itself, but about whether New Zealand has properly considered who benefits from hyperscale developments and who ultimately carries their environmental and infrastructure costs.
Among the group’s major concerns are electricity demand, water consumption, pressure on productive land, noise, environmental effects, emergency response capability and the governance and privacy of data held inside large facilities.
The movement has gained momentum as New Zealand is increasingly promoted as a destination for international data centre investment because of its relatively cool climate, renewable electricity supply and political stability.
One major development already consented is a proposed 280-megawatt hyperscale AI data centre campus at Makarewa near Invercargill, while large projects are also being pursued around Auckland.
Now Taranaki communities are becoming part of that national conversation.
For opponents, one of the biggest questions is electricity.
Data centres operate around the clock and can consume enormous amounts of power. With New Zealand households already sensitive to electricity prices and security of supply, campaigners want assurances that the infrastructure required to service hyperscale facilities will not leave ordinary consumers carrying additional costs.
Stop Data Centres NZ is calling for the Commerce Commission to examine the issue and wants dedicated commercial arrangements ensuring data centre operators pay the incremental electricity and infrastructure costs associated with their operations.
Water is another major concern.
Some large data centres use water-intensive cooling systems, prompting the movement to call for water allocations to remain under transparent public oversight and for mandatory disclosure of usage, treatment, reuse and discharge.
The group is also raising questions about whether emergency services are adequately equipped to respond to incidents at facilities containing high-density electrical systems and large-scale battery storage.
Its petition calls for hyperscale operators to contribute directly towards any specialist Fire and Emergency New Zealand training, equipment and response capability their facilities require.
Privacy and data sovereignty are also emerging as part of the debate.
As artificial intelligence drives demand for ever greater computing capacity, campaigners want stronger independent oversight of how public data may be collected, processed and stored, alongside greater transparency about who controls that information.
The campaign is pushing for stronger community consultation, independent environmental monitoring and protection for productive farmland and conservation land before further hyperscale projects proceed.
For Māori, the expansion of large digital infrastructure also raises important questions about whenua, wai, energy resources, consultation and data sovereignty.
Those issues become particularly significant where developments could place new demands on resources within rohe while decisions over ownership, infrastructure and data are made elsewhere.
Supporters of data centre investment point to the economic and technological opportunities of positioning New Zealand as part of the rapidly expanding global digital economy.
But the growing opposition shows communities are asking another question alongside the promise of investment and jobs.
As AI infrastructure expands across Aotearoa, who gets the benefits — and who pays for the power, water, whenua and infrastructure needed to keep it running?
With Taranaki now joining the campaign, that debate is unlikely to remain confined to any one region.
