#regional: Wairoa Looks Ahead as Flood Protection Nears Construction
Three years on from the devastation caused by Cyclone Gabrielle, the Hawke’s Bay town of Wairoa is preparing to move into a new phase of recovery with major flood protection works close to beginning construction.
Cyclone Gabrielle brought extensive flooding and damage to Wairoa in February 2023, standing as one of the most catastrophic weather events the community has faced in memory. The storm ripped through the region, leaving homes, businesses and critical infrastructure under water and isolating the town as transport routes were cut and essential services disrupted.
In the years since the cyclone, residents and local authorities have worked to rebuild and adapt. Central to those efforts is the long-planned Wairoa Flood Mitigation Project, which has progressed from concept, technical assessment and community engagement towards actual construction readiness. The project is designed to reduce the risk of future flooding events in a town vulnerable to high river flows and severe weather.
Recent milestones include the completion of key land access negotiations with property owners whose land will be directly affected by the protection works. Further cultural assessments and design refinements have also brought the scheme closer to implementation, with detailed engineering on aspects such as floodway alignment and stopbank design nearing finalisation in preparation for construction later this year.
The flood protection works will be built under a preferred option known as 1C+, which incorporates a combination of managed spillway channels and reinforced stopbanks designed to manage extreme flows from the Wairoa River and its tributaries. These measures aim to protect homes, marae, infrastructure and community spaces while respecting cultural values and minimising impact on local whānau.
For many in Wairoa, the progress toward a physical flood defence represents a turning point. After years of planning, consultation and technical work, the prospect of seeing earthmoving equipment begin the groundwork on a protection scheme brings a sense of cautious optimism. The construction phase is expected to take place through the coming summer and into 2027, with the goal of having protection measures in place ahead of future severe weather seasons.
As Wairoa marks three years since one of its greatest trials, the imminent start of flood mitigation construction underscores the community’s resilience and determination to reduce risk and build a more secure future for the town and surrounding rohe.
