Nelson City Council has approved a plan change that will allow a Ngati Koata-backed housing development to go ahead in rural Kākā Valley,
The rezoning of 287 hectares of the area within the lower Maitai Valley follows a week-long hearing before a panel of independent commissioners in July.
There has been widespread opposition to the change.
The developers still need to go through the resource consent process.
As well as having a stake in the 350-house development, Ngati Koata will take ownership of Kākā Hill, a 60 hectare site of significance to the iwi which the developers want to leave as an open space.
