Treaty Negotiations Minister Andrew Little has met with several separate Ngapuhi clusters as he tries to navigate a path for what’s expected to be the biggest settlement yet.

He says it’s clear now the single-mandate, as was sought by former negotiating body Tuhoronuku, wasn’t going to work for the northern iwi.

Talking with hapū clusters should clarify what redress is sought for the issues of importance to each area, but the crown’s preference is still to treat the question of the overall quantum or amount of the settlement as a single negotiation with an as yet undefined entity.

"Given what that’s for, it relates to not just to the removal of land and land confiscation but crown policies over many decades that have been disadvantageous, loss of te reo, that has affected every hapū in Ngāpuhi. The question is, does it make sense to break that conversation into six, seven, nine bits or are their issues we should be talking together about," Mr Little says.
