Castle review chance for Ngapuhi restart


Ngāpuhi chair Mere Mangu hopes a review of the runanga’s governance, constitution, management and financial affairs will restore the people’s confidence in the organisation.
The review is being conducted by Wellington barrister Tim Castle, the author of a controversial 10-year review of the Māori fisheries settlement that recommended Te Ohu Kaimoana be disestablished.
The review was part of a deal reached with the rūnanga board that also included agreement trustees would support Ms Mangu as chair until the next AGM in November.
She says people are willing to work together now after a period of disruption following the sudden resignation of former chair (Raniera)Sonny Tau.
“People are really wanting to come on board and be having a look at the constitution and looking at new ways for the runanga to be working. One of the questions I get is ‘Mere, I don’t want to register, how are you going to look after me?’ so those are the dilemmas and tensions people are starting to talk about, how can we accommodate everybody?” she says.
Agreement over the review meant Ms Mangu and former MP Dover Samuels dropped their legal proceedings against the trustees.
