Hapū control key to Ngāpuhi talks resumption
A Hokianga-based trustee for Ngāpuhi treaty settlement negotiating body Tūhoronuku believes factions are willing to come together if the right structure is on offer.
Piripi Moore says people are coming to the realisation the split between Tūhoronuku and Te Kotahitanga needs to be resolved.
He was impressed by Treaty of Waitangi Negotiations Minister Andrew Little’s affirmation at hui in the north that hapū rangatiratanga should be a starting point for moving forward.
"In those hapū mandates are the foundations of the iwi and if we are willing, the minister is willing to take a step back and ensure we get the foundations right so that we can give effect to hapū rangatiratanga in the way that decisions are made, I think we can get the buy in at local level if the hapū feel like they are in control of what is going on with the negotiations and the settlement," Mr Moore says.
Andrew Little, along with Tūhoronuku and Te Kotahitanga representatives presented proposals for an evolved mandate and settlement negotiations structure at Manurewa Marae and Alexandra Park racecourse.
