Huhana Lyndon co chair Te Huinga on Te Wahanga Parakuihi
Whangarei District Council voted against a proposal to establish Maori wards last week.
Mayor Sheryl Mai pushed for the creation of the wards following lobbying from Te Huinga, a group that represents 120 local hapu in the area.
Deputy chair of Te Huinga, Huhana Lyndon, says councillors need to better understand their treaty partners.
