Prisoners short-changed on change programmes

The annual survey of prison performance by the Howard League for Penal Reform has found fewer than 10 percent of prisoners have been able to access programmes like taha Maori, work release, financial management, or violence prevention.
Only 39 percent of respondents had been able to get on a rehabilitation programme, and three out of five of those were not happy with the quality of the programmes they had accessed.
While most respondents felt safe, 73 percent had had seen a prisoner assault another prisoner, 23 percent had seen a prison officer assault a prisoner, and 32 percent had seen a prisoner assault an officer.
The most reported cases came from Auckland Womens, Auckland South and Paremoremo.
While half the respondents felt their prison offered good access to health services, 78 noted poor access to mental health services.
Rangipo was rated the top prison and Springhill had the highest number of sub standard ratings.
The Howard League says the results are disappointing, and starkly different from those released by the Department of Corrections.
