The Minister for Maori Development Te Ururoa Flavell says the Ture Whenua Bill won't be made into law before the election.
He says he was given the opportunity to take the Bill into urgency which meant it could have been passed into law right now but he decided not to take that option.
The minister says he has tried to be transparent with the process and 3000 people have attended Ture Whenua hui around the country.
