Flavell lays down wero on racist justice


Maori Development Minister Te Ururoa Flavell is picking a fight with his new cabinet colleagues over what he says is institutional racism in the justice system.
He says for many Maori, the justice system is filled with bias, prejudice and institutional racism.
A failure to address the problem means that even though there are fewer young offenders before the courts, the percentage of young offenders who are Maori is increasing.
He wants a comprehensive review of the justice system.
Outgoing Police Minister Anne Tolley says race isn't a factor in police prosecutions, and Maori over-representation in the criminal justice system can be explained by factors such as a number of gangs that have very high Maori membership.
