Cold comfort in building WOF pilot

Labour is dismissing the budget’s housing moves as a sham that doesn’t address the real issues facing New Zealanders.
Leader David Shearer says instead of addressing the affordability crisis or tackling the poor state of much of the nation’s housing stock, the government intends a pilot version of the housing warrant of fitness that opposition parties have been calling for.
He says no pilot is needed to tell both state and private landlords that a minimum code for insulation and heating is needed for rental accommodation.
"Now that’s what we've put forward as our policy. The government is saying it is going to run a pilot in state houses, not even private rentals, to see whether they need to make them warm and dry. Surely we've got enough kids in our hospitals with rheumatic fever and other things to understand we need warm and dry houses," Mr Shearer says.
