Te Puni Kokiri is defending the performance of a Whānau Ora fund despite an evaluation which found money was being handed out without any results being measured.
The report says $7.7 million has been paid to families from the Whānau Integration, Innovation Engagement Fund in grants of up to $20,000.
The grants allowed whānau to put together development goals and plans for members.
It says there was evidence the money combined with quality facilitation was helping families get results, but it was not known how many whānau plans had been written or completed.
The ministry says it was refining its procedures in light of the report.
Meanwhile, a Dunedin gang member, 36-year-old Korrey Teeati Cook, has been jailed for two years for taking $20,000 in Whānau Ora funds from the We Against Violence Trust to buy large quantities of cannabis, which was intercepted by police before it reached the city.
